Salary: R1 266 714 per annum (Level 13) – All-inclusive remuneration package

Purpose of the Role

The Chief Financial Officer (CFO) will provide strategic financial leadership, ensuring sound financial governance, compliance, and sustainability of the Mzimvubu-Tsitsikamma Catchment Management Agency (CMA).
This executive-level role requires a visionary leader who can oversee all financial operations, guide the organisation’s fiscal strategy, and strengthen systems for transparent and accountable financial management — contributing directly to South Africa’s water security and service delivery goals.

Minimum Requirements

To qualify for the Chief Financial Officer (CFO) role, applicants must meet the following criteria:

Educational Qualifications

  • A relevant Bachelor’s Degree (NQF Level 7) in Accounting, Financial Management, or another related discipline.
  • A postgraduate qualification and/or professional designation (such as CA(SA), CIMA, or equivalent) will be an added advantage.

Experience

  • A minimum of 10 years’ experience in financial management, of which at least 5 years must be at a middle or senior managerial level.
  • Proven expertise in PFMA (Public Finance Management Act), GRAP (Generally Recognised Accounting Practice), and Treasury Regulations.
  • Knowledge of public sector financial operations, governance frameworks, and corporate financial planning.

  • Deep understanding of financial strategy, budgeting, and accounting systems.
  • Strong command of PFMA, GRAP, and related government financial frameworks.
  • Knowledge of the Public Service Act and Public Service Regulations.
  • Experience in supply chain management, asset management, and revenue control.

Key Duties and Responsibilities

As the Chief Financial Officer (CFO), your leadership will directly shape the financial health and governance of the Mzimvubu-Tsitsikamma CMA.

1. Strategic Financial Oversight

  • Provide overall financial leadership and ensure compliance with all relevant legislation, including PFMA, GRAP, and Treasury Regulations.
  • Manage all accounting, budgeting, financial reporting, and revenue collection processes.
  • Direct the organisation’s financial strategy to ensure long-term sustainability and resource availability.

2. Financial Systems and Internal Controls

  • Establish, implement, and continuously improve accounting systems, controls, and policies.
  • Develop a cost management strategy through effective financial oversight and performance analysis.
  • Ensure the accuracy, reliability, and timeliness of financial data for decision-making and reporting.

3. Financial Reporting and Audit Compliance

  • Prepare annual financial statements, management reports, and compliance documentation.
  • Oversee internal and external audit processes, ensuring audit findings are resolved and improvements implemented.
  • Maintain transparency in financial operations and strengthen governance structures.

4. Risk Management and Policy Advisory

  • Assess financial risks, policy viability, and the fiscal impact of new programmes and projects.
  • Provide strategic financial advice to the Executive Management and Board of the CMA.
  • Ensure compliance with all statutory, contractual, and funding obligations.

5. Corporate Support and Team Leadership

  • Provide strategic direction in Human Resources, IT, and Facilities Management within the CMA.
  • Ensure efficient resource allocation, performance monitoring, and staff development.
  • Lead corporate planning, including contributions to the APP (Annual Performance Plan), Shareholders Compact, and Annual Report.
