Salary Package

Minimum Requirements
To qualify for this strategic leadership position, applicants must possess the following:
Educational Qualification
- A Grade 12 Certificate plus a relevant NQF Level 7 qualification in one of the following fields:

- Business Administration
- Public Management
- Public Administration
- Business Management
(Qualification must be recognised by SAQA.)
Experience
- At least three (3) years of functional experience in a strategy and planning environment at an Assistant Director level or equivalent.
- Proven experience in the development, monitoring, and reporting of project, sub-programme, or programme-level performance indicators.
Knowledge and Competencies
The ideal candidate must demonstrate sound knowledge and a deep understanding of:
Legislation and Frameworks
- The National Health Act and the National Health System.
- The Health Information System and its relevance to strategic planning.
- Regulatory and compliance requirements impacting planning within the health sector.
- Government-wide planning, performance monitoring, and budgeting processes.
Skills and Attributes
- Strong leadership, organisational, and coordination capabilities.
- Excellent communication skills (both written and verbal).
- Proficiency in analytical, project management, and problem-solving techniques.
- Effective risk management and decision-making abilities.
- Advanced computer literacy in MS Office (Word, Excel, PowerPoint).
- A valid driver’s licence is essential for operational mobility.
Key Duties and Responsibilities
As the Deputy Director: Strategic Planning, you will play a vital role in shaping and implementing the strategic direction of South Africa’s public health system. Your responsibilities will include:
Strategic Health Planning
- Manage, facilitate, and coordinate the development of the National Department of Health’s Strategic Plans and Annual Performance Plans (APPs).
- Provide strategic guidance and oversight for the development of performance frameworks that align with government and sector priorities.
Technical and Sectoral Support
- Offer technical support to Provincial Departments of Health to assist in the creation of their own Strategic Plans, Annual Performance Plans, and District Health Plans.
- Ensure alignment between national, provincial, and district health strategies for a unified approach to service delivery.
Framework and Tool Development
- Design and implement tools, templates, and frameworks to support effective strategic and performance planning.
- Facilitate integrated planning across the national health sector to promote synergy and operational coherence.
Service Delivery Improvement
- Lead the development of the Service Delivery Improvement Plan (SDIP) for the National Department of Health.
- Collaborate with internal stakeholders to ensure the SDIP reflects institutional priorities and performance standards.
Budgeting, Monitoring, and Evaluation
- Support the integration of budgeting, planning, monitoring, and evaluation processes.
- Contribute to the Estimate of National Expenditure (ENE) through the identification of high-impact performance indicators.
- Ensure that planning and reporting frameworks reflect the Department’s goals, outcomes, and deliverables.
Strategic Leadership
- Develop innovative strategies and operational plans that advance the Directorate’s objectives.
- Promote a culture of accountability, data-driven decision-making, and continuous improvement.
