Now Hiring: Manager: Human Resource and Planning (Ref No: 3/10/25 OLSO)

Location: Centurion
Salary: R896 436 – R1 055 958 per annum (All-inclusive remuneration package)
Contract: Permanent – includes a performance agreement

Purpose of the Role

As the Manager: Human Resource and Planning, you will play a critical role in shaping the HR strategy and operational efficiency within the Office of the Legal Services Ombud (OLSO). This is a leadership position suited for an individual passionate about people, policy, and organisational performance.

Minimum Requirements

To be considered for the position of Manager: Human Resource and Planning, you must meet the following qualifications and experience criteria:

Educational Qualification

  • Grade 12 certificate;
  • A National Diploma (NQF Level 6) or Bachelor’s Degree recognised by SAQA in Human Resource Management or an equivalent qualification.

Experience

  • Minimum of 3 years’ experience in Human Resource Management at a junior management level.
  • Solid understanding of HR systems, prescripts, and best practices.

Knowledge and Legislative Understanding

  • Comprehensive understanding of HR-related prescripts, including:
    • Employment Equity Act,
    • Labour Relations Act,
    • Basic Conditions of Employment Act (BCEA),
    • POPIA, PAJA, and PAIA,
    • Public Service Act and Public Service Regulations,
    • Public Finance Management Act (PFMA) and Treasury Regulations.
  • Familiarity with Financial Management principles and government initiatives.

Core Skills and Competencies

Key Duties and Responsibilities

In your capacity as Manager, Human Resource and Planning, you will be responsible for:

1. Recruitment and Selection

  • Manage and coordinate all recruitment and selection activities.
  • Ensure transparent, fair, and compliant hiring processes.

2. Performance Management

  • Administer performance management processes and appraisals.
  • Facilitate continuous performance improvement and development.

3. Employee Benefits and Welfare

  • Manage the administration of employee benefits, including leave, remuneration, and wellness initiatives.
  • Provide expert advice on HR-related matters.

4. Human Resource Planning

  • Develop and implement a comprehensive Human Resource Plan for the Legal Services Ombud.
  • Analyse HR trends, workforce data, and skills gaps.

5. Policy Development and Compliance

  • Develop, review, and update HR policies and standard operating procedures.
  • Ensure compliance with labour laws and governance frameworks.

6. Records and Risk Management

  • Maintain accurate HR records and reporting systems.
  • Manage HR risks and maintain an up-to-date risk register.

7. Leadership and People Management

  • Build and maintain a positive, inclusive workplace culture.
  • Guide, mentor, and empower HR staff to achieve excellence.
