The Department of Defence (DOD) is offering a rewarding opportunity for an Assistant Director: Provisioning Administration Officer at its Central Procurement Service Centre, Eco-Origin Office Park Block E, Centurion.
This exciting role provides an opportunity to play a vital part in ensuring efficient procurement, stock management, and compliance within one of South Africa’s key national departments.

Salary Package

R468 459 – R561 894 per annum
(Level 09 – Inclusive Package)

Minimum Requirements

To qualify for this position, applicants must meet the following essential requirements:

Educational Qualification

  • A minimum of Grade 12 (NQF Level 4) or an equivalent qualification.
  • A relevant tertiary qualification at NQF Level 6, recognized by SAQA, in one of the following fields:
    • Supply Chain Management
    • Public Administration
    • Procurement or any related field

Experience

  • A minimum of three (3) years’ experience in a Provisioning or Procurement environment at a supervisory level is required.

The ideal candidate will possess the following skills and attributes:

Professional & Technical Skills

  • In-depth understanding of the Government’s Revised Framework for Strategic Management and the Department of Defence Strategic Management Framework.
  • Advanced knowledge of procurement systems, supply chain processes, and public financial regulations.
  • Strong background in policy development, implementation, and monitoring.
  • Comprehensive understanding of the Public Finance Management Act (PFMA), PPPFA, and National Treasury regulations.

Analytical & Strategic Skills

  • Exceptional analytical thinking, strategic management, and negotiation abilities.
  • Capacity to identify strategic gaps and propose viable, data-driven solutions.
  • Sound understanding of defence policy issues and civil-military relations.

  • Strong sense of confidentiality, time management, and attention to detail.
  • Excellent verbal and written communication skills.

Computer Proficiency

  • Highly skilled in MS Office (Word, Excel, PowerPoint) and familiar with departmental systems such as LOGIS.
  • Proficiency in report writing and presentation software is essential.

Security Requirements

  • Must successfully comply with the Department of Defence security clearance process.

Key Duties and Responsibilities

The successful candidate will be responsible for managing and coordinating the full range of provisioning, procurement, and stock control functions. Duties include but are not limited to:

Procurement and Supply Chain Coordination

  • Develop, coordinate, and monitor procurement plans and requisitions.
  • Implement demand and acquisition plans aligned with operational needs.
  • Manage supplier sourcing, bid processes, and contract administration.
  • Ensure compliance with all Supply Chain Management (SCM) policies, Defence Regulations, and National Treasury frameworks.

Documentation and Compliance

  • Maintain accurate procurement documentation, ensuring compliance with regulations.
  • Support audit preparations, address findings, and implement audit recommendations.
  • Maintain proper records, registers, and provisioning databases for accountability and transparency.

Provisioning and Inventory Management

  • Oversee inventory planning, ordering, receiving, and classification of goods.
  • Ensure correct cataloguing and coding of stock using supply cataloguing systems.
  • Conduct stock-taking, reconciliations, and address obsolete or redundant stock.
  • Supervise warehousing operations, ensuring materials are correctly stored, including anti-magnetic stores.

Leadership and Performance Management

  • Provide leadership and mentorship to subordinates.
  • Implement skills development programs and ensure performance management of all staff members.
  • Prepare monthly and quarterly reports on procurement performance, stock levels, and compliance.
